Report designer is the interface where you can design your report and preview its output.
As per the below screen shot which is of sql server 2012 report designer window its has two parts one is design and other is preview. Data part is associated as a side bar container which incorporates data-sets and queries list.
you might find its little different from earlier version such as sql server 2005 as in that there were three tabs. the one more tab was data tab with design and preview. this change was implemented from sql server 2008.
